Bedford's proposed budget carries cap-busting 3% tax increase

Last year the state capped annual property tax increases to the lesser of 2 percent or the rate of inflation, and Bedford sent the first message from the suburbs that it didn't appreciate Albany's input by passing a local law to override the state cap.
