To a state's surprise, Tennessee's unemployment rate stopped its drop in December with a 7.6 percent stalemate - the same as November - while Bradley County's jobless count actually edged up just a little to 7.1. The local mark represented a three-tenths of 1 percent increase from 6.8 percent which had been the lowest jobless tally in four years.
